So... Help?

So, I live in a small town. A small, not very friendly, not very clean, gang-related part of the small town. I am young, and thus cannot drive or anything. However, I am a photographer and I would love to do photoshoots and portraits of people (possibly for money). The only problem is, no one wants to really do it. No one around me is interested in photography, and it just sucks. I also can't really walk far away from my normal living area, as, like I said before, it's a bit of a gang full part of the city, so I am afraid my camera could easily be stolen.So with a bit of backstory out of the way...I would love some recommendations as to what I could possibly do (maybe for money).
