What are the differences for between cameras for primarily video vs. primarily photography?

I posted the same question, "T4i broke what should I upgrade to?" in both the videography and photography subreddits and I was surprised at the different recommendations. I asked for an approximately ~$400 to $600 (but im flexible) and got recommendations from the Lumix g7 to the Canon 70d.So what are the differences between a DSLR and others? There are cameras that shoot 4k and 1080px60fps at the same price point as a DSLR that does not have those features. YET I feel most people still have a DSLR even for both video and photo.P.S.
