Why does my lens have a 1:3.5-5.6 aperture but my camera is able to go up to f29???

I also noticed the iris of my lens doesn’t change when I change the aperture on my camera but it only changes when I zoom. So what is going on if my lens doesn’t say I can go that high? via /r/photography https://ift.tt/2GJmxiL
