Blurred to clear image over a given amount of time?

Hey, i dont know if thats the right sub for this question but i hope so :)​Im looking for a tool that can "blurr" an image and slowly make it more clear over time like for example starting with 4*3 pixels and getting clearer every second until it has reached its actual resolution.​Does anyone know it there is such a thing? basically the input should be an image and it puts out a "video sequence" of the clearing process​thanks in advance <3 via /r/photography https://www.reddit.com/r/photography/comments/d6tw1u/blurred_to_clear_image_over_a_given_amount_of_time/?utm_source=ifttt
