Help which would you choose? What's the difference

Which would you choose? 40 megapixel aps-c sensor camera or 24 megapixel full frame camera.Let's also assume they have the same features on exterior and same settings the only thing different is image being produced because of different sensors. So which would you choose. And let's maybe also skip which type of photography you would use it for. The question being will the quality of image in high iso settings be better or worse and how the picture quality generally be like.Please this question is killing me and i can't find an answer, there are similar questions but they talk about same megapixel count but different size and it's just not what i need.Also does pixel count change when talking about same megapixel count but different sensor size or stays same?
