Tips on starting a web magazine slash collective for fun (or profit)?

I'm an amateur photographer thinking about starting a little web magazine / photography project online. In short, it will feature street photography, short videos, interviews, etc. in a specific geographic area - Central and Eastern Europe, where I live. My main goals are simply to have a formal outlet for practicing photography (rather than just taking random photos) and to meet cool people in the community.Initially, I was planning on just making most of the content myself. But, it then occurred to me that there are probably a ton of creatives that would love the space to share their work. So, I am now thinking that I'll reach out to people and see if they'd like to be featured.The problem is - I can't pay anyone. Maybe at some point in the future, I'll be able to make money from sponsorships or advertising. At that point, I have no problem paying people for submissions, depending on my budget. But until then, this is just a passion project for me. And honestly, the main objective here is not to make a ton of money.Thoughts? How do I avoid being exploitative?
